A Letter from a Soldier to Gov. Cuomo: How Do I Travel Across Your State without Being a Criminal?

This letter, from an active duty soldier who must potentially travel across New York on a military move wants to know how he can do so without being arrested and charged with felony possession of "high capacity" magazines from random checkpoints that probably could not pass 4th amendment muster.
I would just love to see what the response to his letter was?
